
Cross-border e-commerce to South Korea is changing for Australian businesses, as the Korea Customs Service introduces a dedicated registration and declaration system for eligible e-commerce businesses.
As a result, shipments may lose access to the simplified De Minimis clearance process and require a formal import declaration instead. Korea Customs Service (KCS) has introduced the Cross-Border E-commerce Business Identification Number to manage cross-border e-commerce shipments and support customs clearance. The dedicated customs clearance platform was launched on 28 August 2026.
Australian businesses should confirm whether the requirement applies to them before the De Minimis grace period ends on 31 December 2026.

Korea Customs Service (KCS) has introduced a Cross-Border E-commerce Business Identification Number for businesses handling cross-border e-commerce to South Korea. The registration rules apply to specified operator categories, including certain marketplace businesses, purchasing or sales intermediaries, and international forwarders.
Businesses that were previously registered with KCS as purchasing agents or e-commerce businesses must also register through the new system. Their previous registration does not automatically carry over.
The dedicated KCS customs clearance platform for cross-border e-commerce launches on 28 August 2026. From that date, the registered Business Identification Number becomes a mandatory data element on import declarations and customs manifests.
KCS has provided a grace period during which the existing De Minimis process, a simplified customs clearance pathway for eligible imports, can continue until 31 December 2026.

If an eligible business does not register and cannot use the dedicated cross-border e-commerce declaration format, its shipments arriving in Korea may be treated as person-to-person (C2C) transactions rather than commercial imports.
This results in a higher likelihood of customs inspection and removes eligibility for the simplified De Minimis import declaration process. The shipment must instead undergo a formal import declaration.
For example, a Melbourne retailer sending a skincare order to a customer in Seoul could face a different customs clearance process if the business has not completed the required registration. Checking registration requirements before booking the shipment lets the business address issues before the goods reach customs.
A formal import declaration can extend customs clearance and delivery timeframes, although the actual timeframe will depend on the shipment and clearance circumstances.

Registration requires five supporting documents:
Businesses complete registration through Korea Customs Service's UNIPASS cross-border e-commerce platform, then submit customer and transaction information to KCS through an API connection. This connection is a precondition for using the dedicated cross-border e-commerce declaration format, which lets import declarations be accepted on cargo arrival.
Registration alone is not enough. It needs to be paired with the required KCS system or API connection before a business can use the dedicated e-commerce declaration process. Instead, they are processed under the standard declaration pathway, even if the business has completed registration. This may slow customs clearance and delivery.
