Thailand Customs Changes in 2026: What Australian Shippers Need to Know

From 1 January 2026, Thailand’s updated customs regulations will apply to international shipments. Australian shippers will be affected by import rule changes that remove the country’s low-value import duty threshold and alter how inbound shipments are assessed.

As a result, all goods imported into Thailand will attract customs duties from THB 1. This increases the likelihood of shipments being held for assessment, payment, or clarification if documentation or duty arrangements are not handled correctly. These changes apply to both commercial and personal shipments and affect how duties are calculated and collected at the border.

This article outlines what has changed, who is affected, and how Australian shippers can prepare shipments correctly under the updated Thailand customs framework.

Thailand Customs Regulatory Changes 2026: Key Updates

  • Removal of the de minimis threshold: Thailand has removed its low-value import duty exemption for inbound international shipments.
  • Duties applied to goods valued at THB 1: Customs duties and VAT are now assessed on every imported shipment with a declared value of THB 1 or more.
  • Applies to both B2B and B2C shipments: The regulatory change applies equally to commercial shipments and personal imports, regardless of shipment purpose.
  • Payment is required before delivery: Shipments cannot be released for final delivery until applicable duties and taxes have been settled.
  • Enforcement from 1 January 2026: Thai Customs applies these requirements to all shipments arriving from this date onward.
Australian businesses shipping to Thailand should review shipment documentation, declared values, and duty payment arrangements ahead of dispatch. Couriers & Freight supports international shipments to Thailand by helping businesses prepare shipments in line with current customs requirements.

Who Is Affected by the New Thailand Import Rules

Impact on International Shippers

International shippers sending goods to Thailand are directly impacted by the removal of the low-value duty threshold. Under the Thailand import rules, all shipments valued at THB 1 or more are subject to customs duties and taxes regardless of shipment purpose or consignee type.

Shippers are responsible for providing complete and accurate shipment information, including declared value, product descriptions, HS codes, and supporting documentation, as this data is used by Thai Customs to assess duties. Incorrect or incomplete documentation may result in customs delays, reassessment of duties, or shipment holds pending payment or clarification.

Shippers are also responsible for informing receivers that import duties and taxes may apply, and that shipments cannot be cleared or delivered until payment is completed under the new regulation.

Impact on Receivers in Thailand

Receivers in Thailand are liable for import duties and taxes on all inbound shipments valued at THB 1 or more, regardless of whether the shipment is business-to-business or business-to-consumer. Commercial imports and personal purchases are treated the same under the updated customs rules.

How Duties, VAT, and Charges Are Now Handled

How duties, VAT, and related charges are processed depends on the duty payment terms selected at the time of booking and whether charges are assigned to the shipper or the receiver.

When Duties Are Pre-Selected by the Shipper

  1. At the time of booking, the shipper selects the option to pay all applicable import duties, VAT, and related charges.
  2. The courier submits shipment details and commercial documentation to Thai Customs as part of the clearance process.
  3. Duties and taxes are assessed and settled on behalf of the shipper during customs clearance.
  4. Once Thai Customs releases the shipment, delivery proceeds without requiring payment from the receiver.

When Duties Are Paid by the Receiver

  1. The shipment arrives in Thailand and is presented to Thai Customs for assessment.
  2. Thai Customs calculates applicable duties and taxes based on the declared value and documentation.
  3. If the receiver has a DHL account, charges are invoiced directly under existing billing arrangements.
  4. If the receiver does not have a DHL account, a payment notification is issued prior to delivery.
  5. The receiver completes payment using the available methods, including an online payment link, QR payment, credit card, or cash delivery.
  6. Delivery is released only after payment confirmation is received.

Preparing Shipments to Thailand Under the 2026 Rules

  • Verify declared shipment values and HS codes before booking so duties and taxes are calculated correctly under Thailand’s updated customs framework.
  • Complete waybills and commercial invoices accurately, ensuring consistency across shipment descriptions, values, and quantities.
  • Confirm receiver contact details, including full name, email address, and mobile number, to prevent clearance or payment delays.
  • Align duty and tax payment responsibility with the receiver prior to dispatch, confirming whether charges will be shipper-paid or receiver-paid, and confirm applicable Incoterms or agreed duty payment terms where relevant.
  • Check all shipment documentation meets Thai Customs requirements, including clear product descriptions and supporting information where required.
Completing these steps before dispatch is now essential for Australian shippers, as even low-value shipments can be delayed or held if duties, documentation, or payment arrangements are incorrect under the new Thai customs rules.
