Under the previous regime, B2C shipments valued below €30 were processed using a simplified customs declaration. Carriers such as DHL Express could complete clearance on behalf of the receiver without requiring a licensed customs broker. This process reduced documentation requirements and allowed parcels to move through customs without formal assessment of duties under standard import procedures.
The simplified process removed the need for receivers to engage directly with customs authorities or licensed brokers. Clearance was completed based on limited shipment data, and customs review was minimal compared to formal declaration processes.
From 6 February 2026, the threshold is reduced to €0. Under Turkish Customs Law No. 4458, Article 126, every B2C shipment now requires a formal customs declaration regardless of value or origin. This requirement applies to all exporting countries, including Australia.
A formal customs declaration requires complete shipment data submission, including detailed goods descriptions, declared value, country of origin, and classification under the Harmonised System. Customs authorities assess each shipment individually before release.
DHL Express is no longer expected to provide simplified clearance for B2C shipments under this regulation. Receivers must appoint a licensed customs broker to complete the declaration. The broker acts as the legal representative of the importer and submits the formal entry to Turkish customs authorities.
If no broker is appointed, shipments may be held and could be returned after the carrier holding period. This holding period is applied by the carrier and is followed by return procedures if clearance cannot be completed within the allowed timeframe.
B2B shipments are not affected by this change. The regulation applies only to B2C shipments where the receiver is a private individual rather than a registered business entity.
