How Much Do Customs Broker Fees Cost in Australia?

Customs broker fees start at about $70 for postal clearance, excluding GST. For air or sea freight, they can go up to $175. Professional fees are separate from government and biosecurity charges on the same invoice, such as the Import Processing Charge and customs duty.

This guide covers how fees change by freight type and which government charges apply. It also explains what raises your total and which costs to compare across customs clearance quotes.

Customs Broker Fees in Australia: Quick Summary

  • Compare published professional fees by freight type. Published rates from AASFS and AUSFF indicate the following professional fees, excluding GST where applicable:
    • Postal clearance: $70 to $100
    • Air freight clearance: $125 to $175
    • Sea freight clearance: $125 to $175
  • Separate professional fees from government charges. Plan for the Import Processing Charge and biosecurity fees. Also allow for customs duty and GST on imports.
  • Check the Import Processing Charge threshold. For electronic declarations, the charge is $0 for consignments valued at $1,000 or less. It is $50 for values above $1,000 and below $10,000. It rises to $152 for values of $10,000 or more.
  • Allow for more broker work. Extra declaration lines can raise the fee. This happens when more goods need to be sorted into tariff codes.
  • Budget for duty and GST. These amounts depend on the applicable classification, taxable value and import circumstances.
Couriers & Freight gives importers a customs clearance and delivery quote based on each shipment’s requirements.

What Determines Customs Broker Fees in Australia

Broker Fees by Freight Mode

Published rates are a good guide, but customs broker fees in Australia can differ. The fee depends on the freight type and the work required to clear the shipment.

  • Postal clearance: $70 to $100
  • Air freight clearance: $125 to $175
  • Sea freight clearance: $125 to $175

These ranges come from the published rates of AASFS and AUSFF, excluding GST where applicable. They apply to the services and cargo categories each provider lists, not all import types.

AUSFF's standard rates cover five declaration lines. These rates apply to cargo that isn't food, wood, or dangerous goods. Additional lines cost $3 each. AASFS notes that different rates apply to specific categories.

These include:

Full-container sea freight needs more paperwork and coordination than regular mail. Don’t assume that the published base rate covers all clearance needs.

When comparing quotes, check whether each provider includes the same services. A lower base fee may not cover additional declaration lines, biosecurity-related work or other charges. Comparing itemised quotes makes it easier to identify differences before you book.

What Increases the Professional Fee

A broker may include a set number of commercial invoice or declaration lines in its base fee. More lines need further tariff classification work, which can increase customs broker fees.

The work is greatest when a shipment contains goods that fall under different tariff codes.

Extra compliance work may also apply to shipments containing:

AUSFF has extra charges:

  • $95 plus GST for quarantine entry with biosecurity issues.
  • $95 plus GST for sea cargo automation.
  • $135 plus GST for urgent jobs.

It also lists separate charges for entry amendments, inspection-booking administration and cancellations.

Additional charges may apply for complex biosecurity paperwork, customs declaration amendments, inspection-related services and costs paid on your behalf. These charges are outside the base clearance fee and may increase the final bill.

For importers, the practical difference is between the fee quoted for standard clearance and the additional costs that arise from a shipment’s specific requirements. Ask the broker which services are included and which may incur extra charges before confirming the booking.

Mandatory Government and Biosecurity Charges

Government charges depend on the declaration type, consignment value and applicable import requirements. The charges listed below should be checked against the requirements for your shipment.

Import Charges by Cost and Collecting Authority

Charge Cost Collecting Authority
Import Processing Charge Electronic declarations:
$0 for consignments valued at $1,000 or less;
$50 for values above $1,000 and below $10,000;
$152 for values of $10,000 or more.
Documentary declarations attract different charges.
Australian Border Force
Biosecurity Cost Recovery Fee $48 for air freight; $71 for sea freight for consignments over A$1,000. Department of Agriculture, Fisheries and Forestry
Customs Duty Depends on tariff classification and the applicable duty rate Australian Border Force
Import GST 10% of the taxable importation, where applicable Australian Taxation Office

Government and biosecurity charges on Australian imports, including the Import Processing Charge, Biosecurity Cost Recovery Fee, customs duty and import GST, with the authority that collects each.

Customs duty and import GST can increase the total cost as the taxable import value rises. Unlike fixed processing charges, these amounts depend on the applicable rates and taxable values.

When estimating import GST, consider the cost of the goods, international freight, insurance and applicable duty. The broker's professional fee is only one component of the total clearance cost.

Before accepting a quote, compare the listed broker fee with the government charges and any additional services.

A Worked Example: What a Customs Broker Invoice Looks Like

Consider a sea freight shipment with a customs value of AUD $5,000, international freight of $500 and insurance of $50.

For this illustrative example, assume a 5% customs duty rate and no applicable Free Trade Agreement exemption. The declaration is electronic, and the sea freight Biosecurity Cost Recovery Fee is $71, with a sea freight clearance fee of $125. There are no additional documentation or disbursement fees.

Sea Freight Clearance Cost Breakdown for a $5,000 Import

Fees Amount
Broker Clearance Fee $125
Documentation or Disbursement Fee $0
Import Processing Charge $50
Biosecurity Cost Recovery Fee $71
Customs Duty $5,000 Ă— 5% = $250
Import GST ($5,000 customs value + $500 freight + $50 insurance + $250 duty) Ă— 10% = $580
Estimated Total: $1,076

Itemised estimate for a AUD $5,000 sea freight import, covering the $125 broker clearance fee, Import Processing Charge, Biosecurity Cost Recovery Fee, customs duty and import GST, for an estimated total of $1,076.

Two shipments with the same goods value can have different clearance costs depending on freight mode and cargo type. Use the shipment's actual details and an itemised quote to build a more realistic budget.
